BOARD
TAKES POSITIONS
Action
22 Board of Directors on Friday, June 6, 2008 met discussed
and debated several issues and took the following positions:
Rural
economic development in southern Colorado relies on access
to an dependable supply of electricity, and the proposed San
Luis Valley Electric System Improvement Project (SLV
Project) will ensure that utilities in southern Colorado can
serve their consumers with a reliable, affordable and
adequate supply of electric power.
Action
22 supports the timely development of the San Luis Valley
Electric System Improvement Project, and
Action
22 recognizes
that ballot initiative #113 proposes to provide funding for
higher education as well as other critical important needs
such as transportation, wildlife protection and renewable
energy programs.
Action
22 believes ballot initiative #113 is not the proper method
to provide funding for these purposes.
Action
22 will not consider supporting or opposing a raise to the
state’s severance tax rate until a more comprehensive
understanding of the economic impact for communities and the
industry is known.
Opposes
ballot initiative #113 to eliminate the ad
valorem tax credit given to oil and gas producers
which will cause the industry to pay significantly higher
severance tax payments to the state of
Colorado
.
·
Opposes
Both Business and Labor Ballot Initiatives
ACTION
22 opposes the initiatives (sample listed below) and any
other initiatives of a similar nature that create a negative
business and employment environment in
Colorado
.
Proposed
Initiatives:
·
Right to Work
·
Criminal Penalties and New Civil Liability on
businesses
and managers
·
Civil Liability for Businesses and Managers
·
Just Cause
·
Health Care Mandate on Employers
·
Law Suits by Injured Workers
·
Prohibition on Tax Credits for outsourcing
work Outside the
US
·
Raising Property Tax on Commercial Property
·
Mandatory Cost of Living Increases, and
ACTION 22
position statement:
Today’s
economic climate is highly competitive, compelling all
cities and states to focus on maintaining a strong business
climate.
Colorado
has had a unique and effective environment that balances the
interests of labor and business as embodied in the
“Colorado Labor Peace Act” of 1943, which has served
business, labor and residents of
Colorado
very well for 65 years.
Action 22 urges the preservation of the existing
“Colorado Labor Peace Act”.
Action
22 is concerned about the recent proposed business-oriented
and labor-oriented ballot initiatives which only create a
climate of hostility and confrontation.
These initiatives will severely harm the business
climate of
Colorado
and damage the relationship between labor and business.
Action
22 calls on both parties, proponents of the right-to-work
initiative and proponents of labor measures to retract all
initiatives immediately for the future economy of
Colorado
.
OTHER
Among
other Action 22 issues, the Board established a Finance
Committee to work with the President/CEO on internal and
audit issues. By
law changes for term of Board members was also passed.
